Demonstration Projects

Though installing rock dams at the outfalls to my local lake will require a lot of preparing, planning, organizing, and coordinating, my higher ambition involves another dam, also affecting the Chesapeake Bay, but to a much greater extent. Tomorrow the Maryland Environmental Service (MES) will begin evaluating bids for the contract competition to dredge 25,000 cubic yards of sediment from the Maryland portion of the Susquehanna River upstream of the Conowingo Dam and recycling the dredge spoils in an innovative fashion. The idea is to select a company that offers a promising plan for disposal of 1,000 times this much sediment by using this contract as a demonstration of how it can be accomplished on a small scale.

I am not in the dredging business, but the amount of dredge spoils requiring disposal from this dam  could be an ideal opportunity for me to try my idea for phragmites eradication. A successful small scale grant-funded demonstration would be a good way to gain the interest of MES and whichever compan(ies) they eventually award contract(s) totalling $3 billion. Before I even seek a grant,  backyard experimentation with charring under earth and/or sediment cover would be a good first step. Once I finish building my cob oven, I will be able to practice a few techniques, but will eventually want to replicate charring of dry grasses using a configuration like that in my eradication concept.

On top of that, following a year of training and practice, I am happy to report that tonight I got my certificate naming me a Master Watershed Steward. And I got the t-shirt. That oughta make 'em sit up and pay attention to my ideas on saving the bay.

A Passable Stream

I have pleasant memories of the street near my grandfather's southern California ranch bordered by a three-foot wide concrete lined drainage ditch. Though I now live in a residential area that borrows its name from western ranch culture, we don't do gutters here much. Instead, we have some stormwater management ponds, lots of woods, and drainage ditches that are pretty much out of sight and mind. Fifty years has taken a toll on many of these ditches, so it may be time to restore them.

The restoration work that would qualify as a Best Management Practice (BMP) is much more than I had envisioned. Whereas my first thought was to simply use several wattles to filter runoff before it reaches the lake, Maryland prefers that long runs be totally retrofitted. An example that bears a strong similarity to one stormwater channel near my land is shown on pg. 60 of this presentation on the topic of Step Pool Storm Conveyances and copied here:


The step pools in the lower photo were created by emplacement of very large rocks and an equal amount of riprap in the stream bed. Underneath is a substantial amount of woodchips and sand mixed together to promote drainage. The banks have been reformed into a wider floodplain, but the stream elevation is unchanged. The engineering behind it all is pretty intense, so taking this on would be a real challenge for me.

Getting someone to fund all this might be a problem, but it is worth taking some time to grind through some calculations to see if the nutrient loading on Lake Lariat (which carries over to the Chesapeake Bay to some degree) could be reduced enough to earn nutrient trading credits. Who knows, the restoration might even pay for itself (besides doing nice things for the neighborhood and the lake). Fortunately, the HOA has equipment that might allow us to do it all in-house.

Wattles could still be the first step. They would be located near the outfall where the channel is shallow. The restoration work could take place upstream of the wattles, which would be useful for a few years and help reduce sediment spilling into the lake during restoration.

Loosening the Grip of the Grid

One of the distinctions made by zero waste advocates is that incineration of waste to reduce landfill use exacerbates pollution. Waste industry apologists credit Maryland Governor Larry Hogan's decision to withdraw limits on landfill expansion as an effort to avoid shifting the burden to incinerators.

That might be a defensible position if Maryland's landfill gas emissions were well controlled and not the highest human-caused source of methane in the state. Fortunately, the U.S. Appeals Court rode to the rescue in their recent ruling against the EPA's delay tactics on oil and gas well methane emissions. Since the EPA has also postponed the implementation of new landfill gas emissions requirements, expect that the court will also find that decision to be unreasonable, arbitrary, and capricious. More landfills will then be required to incorporate gas collection and control systems. This should serve to pressure states to become more waste conscious.

Waste consciousness should not be left to government regulators. Citizens should police their own waste streams rather than shift the burden to government and industries. Energy and waste management businesses should absolutely be required to cut emissions from their operations, but individual households may find it economical to stop relying on those profiteers and find more DIY solutions.

Such solutions are not hard to find. Humanure composting is not a first world concept, but it makes economical sense. For other organic waste, a quick Google search led me to what appears to be an economical household replacement for capturing landfill gas emissions: a solution that would pay for itself by turning your "waste" into fertilizer and cooking gas. That biogas could also be used to purify water if you add a Stirling engine generator and water distiller, as inventor Dean Kamen and DEKA Research have been doing for the third world with their Slingshot system. The biogas generator may not be functional in the very cold months (though a straw bale enclosure next to one wall of the house might alleviate that), but I would probably only use it for outdoor cooking in seasonable periods anyway. If anyone out there knows my wife, please drop hints to her about what a great invention HomeBiogas is.

Save up to $100K through this Eco-lifestyle Adjustment

Slums constitute the living arrangement for one-fourth of today's world population. In the least developed countries, those living in slums exceed three-fourths of the population. Any urban area can descend quickly into slumdom when water and sewerage stop functioning. This can happen in any urban environment where the electric supply is lost for a week or where general mayhem prevails. Take Yemen, for instance. Facing a crisis of war, famine, and social collapse, 14 million people there lack access to safe drinking water or sanitation. The conditions are ripe for outbreaks of disease, which is currently appearing in the form of the most massive cholera epidemic this century

Cholera is spread by ingestion of Vibrio cholerae, which lives in the water where infected people have released sewage. If not quickly and properly treated, it can cause death in 50 to 60% of those infected. Currently, the number of cases in Yemen is 200,000 carriers of the bacteria. In the 2008 - 2009 Zimbabwe epidemic, the average infected individual transmitted the disease to 1.1 - 2.7 others. Those statistics are the reproduction rate (R0) of the disease. Predictions of 300,000 new cases in Yemen by August must use the lower of these rates.

It is conceivable that conditions in the U.S. could deteriorate to bring about local outbreaks of cholera or one of the other many diseases associated with lack of clean water and sanitation. Sewer systems are susceptible, but a heavy septic system load in a concentrated area could also become a major source. My own neighborhood is reputed to have 70% of its septic systems in a failed condition (my own included) with a 2000% overload to the watershed due to the concentration of homes. 

If you are one of the approximately one-third of homeowners in the U.S. with a septic system, it would behoove you financially to limit your inputs. The typical septic system fails after 15 to 30 years of service. Replacing it might cost up to $20,000 (not to mention the effect of heavy machinery on areas of your property you never planned for). Extending the life of a septic system by using biodegradable soaps and having the tank pumped every three to five years helps, but an unconventional measure that could allow your system to last a lifetime is to not use it for sewage, period. This simple lifestyle adjustment could save you $100,000 over a lifetime.

Instead of using your drinking water to flush away sewage, take up meticulous composting with your bodily byproducts. Joseph Jenkins tells you all about it in The Humanure Handbook. In the process, do everything necessary to avoid spreading of pathogens to your environment. Don't let your septic system get to the point that mine is, where it is a major health hazard. Humanure composting, even done half well, is better than this. 

Fortunately, when I found out that my septic system had failed, I was already well along with my humanure collection and composting program. With a little luck, I can restore my drain lines to the point that they will drain "greywater" for several more years and all of our sewage will go into the humanure toilets for composting with the biochar, coffee grounds, and small wood chips that I generously smother it with. If you think that sounds slummy, just wait until your community's water or electricity stops flowing.

Smoke on the Water

While states in the southwest dicker over who gets the last slurps of the Colorado River, here in Maryland we are at odds with other states in our region over the spillovers from their industries on our air and water. The paralysis at the EPA over budget cuts and policy changes leaves us hanging.

The water pollution in question is that affecting the Chesapeake Bay which is almost wholly located in Maryland and Virginia, though polluted water may enter the bay from the four other states in the watershed. Farming is often assigned culpability, but urbanization is more and more to blame. It has taken decades to get the six states and D.C. to agree on strict pollution reduction measures. Without the EPA to manage this agreement, it will be difficult to ensure that all parties abide by it.

The air pollution comes from several more states, mainly to the west of Maryland. The EPA has been less instrumental in helping Maryland and the bay with this problem. The problem stems from power plant emissions that settle on the Chesapeake Bay watershed causing nitrogen pollution and lingering in Maryland's air where the oxides are transformed into ozone which causes smog and endangers health. Maryland's remaining coal-fired power plants are relatively clean when compared to those outside the state that do not measure up to Maryland standards.

Ever since President Blowhard was voted in, the EPA has hunkered down to see what survives of their agency. Consequently, Maryland's petition asking them to enforce the Clean Air Act (not the Clean Power Plan, which recently became defunct by Presidential decree) has mouldered in an EPA inbox rather than elicit a response by the 60-day deadline. In particular, Maryland is requesting that clean operation of power plants be based on more frequent smokestack readings because the averaging of readings allows much more pollution than the figures might show. The other states involved have not been willing to adopt these requirements when requested by Maryland.

Resource sharing and cross-border pollution are two conflict areas that, if the federal government doesn't help to resolve, could drive states farther apart, making continuation of the union all the more difficult as we negotiate the climax of our secular crisis.

Raiders of the Lost Watershed

Maryland has decided to forego the fracking craze! One of the major reasons is the damage to aquifers from use and disposal of fracking fluid. Water is life.

If anyplace exemplifies that statement, it is Las Vegas. They need lots of water to make their desert village seem like an oasis to visitors. They get it from Lake Mead on the Colorado River. Unfortunately, like frackers pumping every ounce of oil or gas they can reach, Nevada has tapped Lake Mead all the way to the bottom in their desperation for water. If the long-term drought continues (though snowpack this year promises some relief), by 2030 there will not be enough water to conduct business as usual in Las Vegas.

Southern California, which would also lose its supply from the Colorado River, could at least start desalinating sea water. Vegas doesn't appear to have any realistic alternatives besides conservation which, gauging by the falling level of Lake Mead, hasn't been enough to beat the drought. I doubt there was any consideration of the possibility of Las Vegas running out of water when the NFL decided to move the Raiders there starting around 2019. The business case for that move includes stadium attendance of 2 million visitors every year. ðŸ˜•

Greed-driven growth will only exacerbate Las Vegas' water shortage. They are just one example of cities that need to take a whole new approach to navigating the resource constrained future looming over us. They could start by applying a concept out of the Green Party platform:
Consider the carrying capacities of the bioregions in which our cities are located and attempt to match urban populations to these natural limitations.

Caveat Empty: The National Flood Insurance Well is Dry

One reason not much gets done about climate change and sea level rise is that government has coddled communities affected by climate-driven storm surges. Understanding that there are numerous cases which have been left to wallow and others compensated meagerly, it appears that some are nonetheless satisfied, shifting the burden onto their fellow taxpayers for their risky decision to perch themselves on the edge of a sea containing melting ice cubes.

A coddling case in point is the nearby Cove Point neighborhood, Calvert County's most flood-prone community, which is receiving federal grants to allow homeowners to elevate their homes. The same community is also up in arms over the (ill conceived) efforts to make the Cove Point LNG plant export-capable. Their NIMBY campaign stems from concerns for their safety, but the Cove Point plant has been there for some forty years, handling LNG imports, why weren't they protesting then? They bought their homes with full awareness of the plant's and sea's presence, but now they expect to be protected from both. An inflated sense of entitlement and lack of responsibility for personal decisions seems common to both grievances.

The moral hazard of rewarding recklessness has brought the National Flood Insurance Program to be $23 billion in debt, with more possibly coming in the wake of Hurricane Matthew. As claims go unpaid, or as more debt is incurred, FEMA will be loath to give money away to communities like Cove Point who choose to ignore the obvious risks.

Canoe U - Who Knew?

Consciousness of global warming will rise with the seas. Other parts of the world, particularly the Far East, will gain consciousness earlier than America, but the truth will become clear to those of us on the east coast faster than you might expect. Studies modeling climate change often select the turn of the next century as the datum for reporting outcomes, leading casual readers to think that the interim won't pose a major problem. In the case of sea level rise, it is important to understand that there is no escape - we are already locked in to being driven back by the sea in many littoral areas regardless of how much we mitigate carbon emissions. The more salient question is: how quickly will the seas continue to rise?

Recently, scientists have found that there is a strong possibility that previous estimates of the inextirpable rate of sea level rise are short by half if the West Antarctic ice shelf calves off into the drink. A study done this year looks at what that could mean for east coast U.S. military bases. It also includes a scenario for the case that Antarctica doesn't fall apart. Either way, bases on the east coast will struggle to adapt to the sea's encroachment on their territory.

The Navy will gain awareness more quickly than other services as a result of port visits in Japan, the Philippines, and other countries where sea level rise is having a more dramatic effect. Several coastal military bases will also find themselves surrounded by communities suffering from increasingly flooded homes and businesses. As storm intensity increases, the rise in mean sea level can also be magnified by storm surges, so natural disasters will convince many more military leaders of the problem sometime in the next two decades.

Annapolis, though hardly the most severely impacted, has a recent litany of incidents that serve to raise awareness of not only the Navy community, but also Maryland lawmakers who convene about half a mile up the street from the frequently flooded dock area. Even without the new alarm over Antarctica, projections are for an increase of flooding events to 180 times per year by 2030. The Naval Academy has already seen an increase in flooding and can expect to lose all of its athletic fields along with several buildings over the long term.

There will probably be those from the "ships at sea" school who try to capitalize on the expansion of their nautical domain, but they will be outnumbered by sand crabs who won't appreciated being flooded out of their secure nooks. I wouldn't be surprised to see an increasing number of midshipmen being steered into oceanography or other new environmental majors in the coming years.

Growing Pains

At one of our county's workshops for updating the comprehensive plan, a survey of the audience indicated that growth was perceived as the greatest challenge facing the county. Most, if not all, of those who gave this answer were implying that we should be making extra effort to ensure that the county grows economically. My own view is that economic growth is not in the cards, as our nation is already stagnating and the fuel for its growth (cheap oil) is past peak production. There are other ways in which growth is possible, but if the majority insist on government banging their heads against the glass wall of making America great again, efforts to collectively grow in more sublime ways will be foregone

I was prepared to read a speech detailing my vision for the county's future up to 2040, but it turned out that the workshop was not structured as an open forum. Nonetheless, I emailed a link to the transcript, which follows, to the planning department for consideration.

By sometime in the next decade,
Neither the population or the county government grow. Emphasis has shifted from building a strong local economy to building a resilient one.
The ambitious economic benchmarks in the earlier plan are laid aside in order to accommodate the new realities of zero growth and to recover from the geopolitical and economic trauma of recent decades.
Federal government employment remains strong, but most Federal employees in our county telework more often than they commute.
We selectively abandon maintenance of roads, as ownership and ridership in motorized vehicles dwindles in the post-fossil fuel age. For long distance travel, we begin to use waterborne transport and a railroad built over one side of route 4, with the other side a two-way road for small vehicles and light trucks.
The Cove Point gas plant gets converted into a farm of climate-controlled, giant greenhouses fashioned out of the frames that once supported the dozen or so huge tanks that never found a use as the natural gas fracking boom quickly petered out. The biomass output of these greenhouses dwarfs anything that could be produced from conventional farming and serves as raw material for several indigenous industries, as well as for food. The nutrients for the rapidly growing crops in these greenhouses comes from thermogenic composting of treated sewage at a facility co-located with the Appeal wastewater treatment plant.
From the inception of this updated plan, our efforts turn to transitioning to a prolonged period marked by simpler living. Consumerism is out. Working in step with nature is in. Our most popular pastime shifts from going shopping to staying home making. Entrepreneurs organize ten-acre farms instead of cell phone game companies. Able-bodied citizens engage in physical labor instead of watching television. Local government and developers replace our expanding suburban wastelands with compact, walkable towns. We conduct more plays, concerts, sing-alongs, and puppet shows and put aside national television extravaganzas and world-wide web entertainment. We learn to make things of quality by hand instead of buying car loads of stamped out plastic widgets guaranteed to fall apart by next week.
Environmental restoration, including greenhouse gas reduction, becomes everyone's concern.
We realize that holding back the rising ocean is infeasible. We become proactive in moving away from coastal development in areas at risk from inundation or erosion by the bay and tidal waters. Investment is channeled, instead, to upland areas, while low lying waterfront properties grow flood-mitigating living shorelines that will gradually migrate inland, keeping pace with the rising tides.
Calvert County's landscape is characterized by forests, fields, farms and villages, surrounded by a healthier river and bay.  Habitat destruction by new land development is stymied by government-imposed barriers and enforcement of laws and regulations allowing no net loss of forests.
Cottage industries emerge to serve local needs in ways that are ecologically compatible. Many of these are in the realm of agroforestry, meaning forest garden ecosystems sustainably supply a large portion of all of our products. In addition,

* Agriculture has been transformed from its former industrial mode, though some of the new forest gardens approach farm scale as they grow
* Flowers bloom all over the place
* Fruits and nuts swell on trees everywhere and other foods grow along your path - you even know all their names and how to use them
* Citizens are educated and active stewards of the land and surrounding waters
* Fishing is better
* Previously isolated forest fragments are linked to each other
* Our habitations and surroundings are starting to look, feel, and function more naturally, enabling us to feel healthier, more alive, and more connected than we had for generations
Holding onto the elusive dream of continuous growth hurts our future environment because decision makers give a back seat to changes that don't have the imprimatur of progress. It is difficult for them to accept that diminishing returns are beginning to fall short of increasing costs to upgrade or build traditional infrastructure such as wastewater treatment plants or dams, especially if one factors in the historical costs of failure under stress. By holding onto these flawed architectures, they only close off opportunities for better, albeit less sophisticated, solutions such as humanure composting and wild rivers. Such regressive measures are considered defeatist and are rejected out of hand, even if that leads to ruining the environment and the economy.

The spike in sewage overflows caused by Superstorm Sandy may have to be experienced again in Hurricane Matthew, and more storms before someone with enough common sense makes a decision to avoid such spills in the future by recycling this valuable waste without dumping treatment chemicals into our bays and rivers.

Storm Purges

It's been four years since Superstorm Sandy poured down on the northeastern U.S.  Now, major hurricanes simultaneously threaten to cause disasters in both hemispheres. Despite Matthew's menacing track forecast, there is a good chance it will stay out at sea. Either way, it looks like much of the east coast is in for a deluge. One of the greatest impacts caused by Sandy and many other extreme rain events is one we seem to forget too quickly afterwards - overflowing of sewage treatment plants. The cumulative result,  in connection with Superstorm Sandy, was discharge of some 11 billion gallons of raw sewage to our environment. While 7 million gallons is enough to push me to take desperate measures, billions of gallons may drive me to despair.

Our wastewater treatment infrastructure, like so much else in our country, has not been maintained or renewed enough to keep pace with a growing population. Add to that the stress of climate change, and there is bound to be an increase in failures. Rising sea levels, even from a storm surge, is particularly culpable.

Inundation also affects septic systems by raising the water table well inland from the shore, causing degradation of septic system performance - all the more reason to transition to humanure composting in lieu of sewage and septic solutions. Septic systems, for various reasons, pollute proportionally more than sewage overflow incidents, but for my money, humanure composting is better than either.

How Quickly Things can Change

In little time, Matthew went from a tropical storm to a category 5 hurricane. By late next week, peoples' lives on this coast may be dramatically interrupted. When these storms track west of the Chesapeake Bay, the storm surge has been reported as high as 15 feet in one long ago incident. The flood hazard estimates for the Calvert Cliffs nuclear plant use a maximum probable surge of 27 feet (the plant survives, but so long Norfolk, Annapolis, and Baltimore).

Storm surge isn't the concern for my home, but a major hurricane hit would possibly take off the roof or knock down walls. We would not be in the house at that point, having evacuated to a shelter or to the hinterlands about a day ahead of the storm. More than likely, we would be dealing with something less than a category 3 hurricane this far up the bay, so my choice would be to ride it out (though, this time, with all of the saturated ground, toppled trees would be a bigger problem than usual).

Time to start going through the hurricane checklist. Hopefully, track forecasts will allow me to put such preparations aside short of having to shift to the evacuation checklist.

Flood Warning

When I attended the Lake Lariat Preservation Committee meeting earlier this month, I was told that I should become a member of the committee in order to have legitimacy in the eyes of the HOA. However, I am not sure that lake preservation is what I want to advocate. What about doing away with the lake and letting Mill Creek be what it was 60 some odd years ago? Would removing the Lake Lariat dam eventually lead to cleaner water flowing into the Chesapeake Bay? This is a question any community with a dam should ask about their own watershed.

Aside from the water quality question, dams can lead to rampant destruction and loss of life, as South Carolina learned in the wake of floods last year causing 36 dam failures! Not all dam failures cause loss of life, but 81 of 336 dams in Maryland (including Lake Lariat) are high risk hazards by virtue of the potential consequences of a failure. Thirty-six dam failures in one state weighed against 71 dam failures nationwide in the five years prior points to a possible tipping point. If it is, three factors can be blamed for placing many at higher risk of flooding catastrophes: more extreme rainfall, more development, i.e. impervious surface, and aging of dams.

Dams have been built over the last 100 years or so with liberal safety factors for maximum probable precipitation. Aging of those dams beyond their 50 year design life makes them vulnerable to rainfall extremes even under their designed capabilities. Add to that the furious climate-driven increase in rainfall in the Eastern U.S. and you get catastrophes like South Carolina's.

We are in the middle of one of those rain spells here in Maryland. After a 4" rain last week, we have totaled almost 5" in the last two days, with lots more to come in the next few days. Rivers are predicted to flood. Hurricane Matthew may drop more rain here next week. I doubt if our dams would be able to hold it all. If you live downstream of one, don't be like one of the 17 people killed by dam failure in South Carolina last year. Take any flash flood warning very seriously.

Recruiting a Coalition of the Willing

Every person I speak with about the need to clean up dog mess is a likely convert. That is, according to an EPA survey, 56% of dog walkers are likely not to be intransigent poop polluters. However, it may take the threat of fines, or at least awareness of the law, to bring all of the 56% around. In the two encounters I've had with my excursions around Lake Lariat this week, the responses were not supportive. I heard versions of, "I don't leave it where it would offend anyone" and, "Other people are worse offenders than me." This doesn't mean that these two fellows won't eventually come around.

Getting dog walkers equipped needs to be the first step in changing their habits. I'm going to request a grant for buying portable poop bag dispensers that people can carry on their dog leashes. These could be handed out to walkers, giving them one less excuse. Other than that, a plastic grocery bag would be helpful to hold full poop bags until they can find a trash receptacle. I've gotten into the practice of tying this outer bag onto the loop of the leash. It doesn't smell and if a breach were to occur, it would be clear of my clothing. Some poop bag dispensers come with a point of attachment for dangling filled bags. These serve the same purpose as tying it to the leash and would be a way to encourage new converts to show off their compliance.

Taking it to the Street

It dawned on me today that to get dog waste picked up around Lake Lariat, it just takes about 13 of me walking my dog with roughly equidistant spacing all around the lake critical area. The best way to evoke behavioral change is with living examples. If I can get full coverage by at least one regular dog-walker throughout the critical area, then the visible example of them picking up after their pets will spread to others in their neighborhoods until it becomes the norm.

No need to spend time preparing signs, announcements, or information booths. The way to directly deal with this is to find people in the act of walking their dogs in their various haunts around the lake and simply walk with them and tell them what I'm trying to accomplish, look for signs of conviction, and obtain commitment. I want to be prepared to offer ideas and tools, if needed, for helping them to make cleaning up after their dog a part of their daily walks.

It will probably take more than 12 others to get full coverage, since I usually walk my dog daily about 0.75 miles and others may not be so regular or wide-ranging, but my initial goal is one in each sector. It looks like I'm in for some walking adventures in the coming months, gaining adherents and monitoring progress.

Clean Yard, Clean Lake

While septic systems are the major contributor to water pollution in this area, we humanure machines also have dogs that contribute in a more distributed fashion. Normally considered an urban problem due to runoff often being quickly shunted to stormwater drains rather than directed onto the landscape for infiltration, it also warrants attention in suburban settings with less impervious surface.

Taking the Maryland fertilizer law single application limit for lawns as a reference point, a dog contributes about 0.75 pounds per day, so every 25 days or so will drop enough manure to exceed the 1,000 square feet nitrogen and phosphorus limits in the fertilizer law. Nobody fertilizes that frequently, so leaving dog waste to decompose in one's yard violates the principle of the fertilizer law (aside from the fact that it makes a mess out of your lawn). However, when a person walks their dog instead of leaving it in a yard all the time, a lot of their pet's droppings get distributed over an area much greater than 1,000 square feet, so it's probably not excessive and needn't be collected, except in urban areas, or where it is clearly destined to be washed into a storm drain, or when required by rules.

If the fertilizer law is valid, nowhere is it more so than in the critical area, to include around inland lakes and streams. I traced out a line 1,000 feet from Lake Lariat on a topographic map and found that my house is inside that self-imposed buffer. Fortunately, I already collect and compost my dog's waste. Using that compost in a project that can demonstrate its efficacy is going to be one way that I gradually accustom others in my area to the idea of humanure compost. I think the project will be a conservation landscape in front of my house.

Part of my campaign could be spent encouraging dog owners in the target area to pick up the dog shit in their yards, especially from November 15th to March 1st when no fertilization of lawns is allowed. Dog poop will tend to wash into runoff more during those months because the ground is less pervious due to freezing.

Lassoing Lake Lariat

It's hard to believe that the tiny floating tufts of vegetation in the photo here are capable of doing the work of about an acre of wetland shoreline in cleaning up pollution in a lake. These are artificial floating islands mimicking those in northern lakes. They actually do a great job in reducing nutrient and other pollution in Lake Lariat, Maryland. Since Lake Lariat covers 90 acres, a 90:1 ratio of wetland buffer to water surface seems like it wouldn't make that much difference, but the lake was significantly less polluted a year after these floating islands were introduced.

The technology for these floating islands is described on the Maryland distributor's website. They employ a proprietary soil mix, which I can't help but wonder if it could be further enhanced by including biochar. Cycling of pollutants is principally through all the slime that accumulates on the plastic fibers and submerged roots of plants growing on the platform. 

The Lake Preservation Committee was interested in getting more of these islands, last I heard. With the latest blue-green algae bloom episode, we need to, but proactive measures to reduce runoff and seepage from septic systems would be necessary to eliminate the problem altogether. If we target a buffer zone of 1000 feet all around the lake, our campaign would probably include that many homes. I think cleaning up a lake is even more vital than cleaning up a major tidal waterbody, such as the Chesapeake Bay. For one thing, this lake flows through a dam into a bay tributary, so it is a point source of pollution. Another thing is that people living and playing in and around the lake are subjected to more risk because pollutants accumulate there, are confined to a much smaller volume, and may seep into aquifers.

Since all of Maryland's 100 lakes are man-made, using man-made islands to bring balance to those ecosystems seems like a natural fit. They can have other purposes, as well, including creating a causeway, artificial shorelines, hunting blinds, and biogas supplies. My own idea is to park them near the waterfront of property owned by anyone who balks at repairing a failed septic system and put warning signs to swimmers and fisherfolk to avoid that part of the lake. I hope it never has to come to that.

The Blue-Green Waters of Lake Lariat

My approach to finding a good inspector for my septic system has resulted in disappointment. In my area, all of the inspectors on the state's list are not in the business anymore, not available at their listed number, or decided to ignore the training they got in order to do their inspections cheaply.

One of the people I called lives in my neighborhood, but never offered inspections. His name got on the list because he used to work for the county in some capacity dealing with sanitation and had taken the inspector training decades ago. It turned out I knew him from some events we had worked together in our community. I also saw him out on his run this morning - not unusual for this geriatric trackster.

Though my friend couldn't inspect my septic system, we continued to converse and he mentioned that the Lake (Lariat) Preservation Committee, which he serves on, had been considering soliciting residents along the lakeshore to have their septic systems inspected for a highly discounted group rate of $180. The inspection company offering the deal has a camera probe which would be one way to properly inspect components downstream of the tank.

The Lake Preservation Committee is interested in checking septic systems which could be contributing to a recent blue-green algal bloom of unknown origin. These blooms are associated with a bacteria that can harm the liver, so signs have been posted recently to discourage swimming.

This problem may be my opportunity - not only to tackle it as a part of my Watershed Steward Academy capstone project, but also to hire a well-equipped inspector for my own system. I don't know if the Lake Preservation Committee considered soliciting homeowners not on the lake to join in the deal, but I would open it up to as many homes in the community that want their system tested, with priority to those homes in the "critical area" of the Lake Lariat watershed. At the 14 September Lake Preservation Committee meeting, I will talk this up and try to get them to leverage SepticSmart week as an outreach platform.

Inspector Screening

Septic systems get far less attention than they warrant, considering how severely they affect our watersheds. Maryland delegates much of the monitoring and control of onsite sewage disposal systems (OSDS) to the counties. Calvert County's monitoring and control from the Public Health Department seems to be limited to checking installers, but they don't take measures to ensure or even encourage valid inspections. When I asked them for a list of inspectors, they sent me their list of installers. I called back to see if there was an inspector list and was told that all the installers are tested and are qualified to conduct inspections. I then called a random company on the list and asked about having a septic system inspection performed. The septic guy they referred me to told me that he had never done an inspection and seemed to think that many home inspectors do a decent job by flowing water into the tank and looking for evidence of seepage. That's the type of inspector the University of Maryland extension warns against.

It turns out that the Maryland Department of the Environment (MDE) does keep a list of individuals who have taken a one day course in OSDS inspections. I can use this list in conjunction with the list of installers licensed by the county to pare down the candidates for my inspection. I will look for local inspectors who aren't installers, because I think there could be a conflict of interest that would push an inspector/installer to fail your system in the hope of getting some big ticket repair work.

Either way, the inspector to hire is someone who follows the recommendations of MDE on how to conduct inspections. They should also use a checklist like the one published by MOWPA. Screening on the phone should include finding out whether they dig to uncover the distribution box and drain tiles. It will be interesting to find out how many of the inspectors listed by MDE as trained actually measure up.

The #1 Source of Pollution in Our Watershed

The 7 million or so gallons of sewage that spilled from wastewater treatment plants into a couple of the Chesapeake Bay's tributaries two weeks ago turned my head in a new direction. It redirected me on my capstone project for the Watershed Stewards Academy to focus on humanure in my neighborhood. Septic tanks are the current locus of the problem. Particularly problematic are failed septic systems in which sewage resurfaces and then gets washed by storm runoff into surface water.

The environmental impact of failed septic systems can be estimated using a figure from Purdue University stating that one failed system will discharge 76,650 gallons of sewage to the surface in one year. Extending that to an estimate of the number of homes in the critical area of the Chesapeake Ranch Estates, and applying a factor of 10%, which is the EPA's estimate of the proportion of septic system failures, and the annual amount of sewage flowing overland from this 1,000 foot wide zone stretching about 1 mile along the Chesapeake Bay comes to 3.8 million gallons. It could be double or triple that, depending on the actual failure rate, which has be estimated at over 30% in some states. Project that kind of problem all along the coastline of the bay and its tributaries and the wastewater treatment plants end up smelling like a rose.

Maryland's laws pertaining to poop aren't all that stringent. Farmers are allowed to dump manure on their fields. Homeowners are allowed to spread it on their lawns. If the fertilizer limits on nitrogen are applied to manure (phosphorus is actually the more limiting element), you could legally put 40 pounds of horse manure on a 1,000 sq. ft. lawn in a single application. Not that anyone would, but you could instead apply 20 pounds of humanure to the same lawn and remain under the nitrogen limits. A failed septic system used by a family of four would expel roughly 700 pounds of excrement (assuming toilets outside the home are used 50% of the time) to the land. That amounts to over 35 times the nitrogen limit for lawn fertilization (humanure contains 5% - 7% N). And that's just the poo! There is also a lot of urine and other nasty liquids in the mix with a whole lot more nitrogen.

It is hard to say whether the nutrient-laden runoff or the 100 or so pathogens in the sewage are a greater problem. Research published in 2015 from leading experts in the field of water sustainability shows that pathogens from septic systems make it into surface water much more than what authorities had believed. The pathogens are pretty scary, but to fish and other marine life, nutrient overload can quickly become deadly.

Keep in mind that all septic systems, working or not, tend to pollute the environment. The total amount of nitrogen loading to the Chesapeake Bay watershed from septic systems in Calvert County exceeds that from every other category,

which includes agriculture, urban runoff, forests, and wastewater treatment plants. On average, the amount of nitrogen entering the watershed from a septic system is 19 pounds per year, based on calculations using figures from the Calvert County Watershed Implementation Plan. That is equivalent to dumping lawn fertilizer for over twenty 1,000 sq. ft. applications straight into the bay.  Every house.  Every year. The pathogens (including certain bacteria, viruses, protozoa, and other parasites)  in the effluent from working septic systems also make it into groundwater to one degree or another. In areas where septic systems are greatly concentrated, such as the Chesapeake Ranch Estates, both pollutant types will make the surrounding waters inhospitable to man or beast.

Anti-Septic Solutions

Clivus (pronounced "cleevus") Multrum toilets are a brand of composting toilets that have received the "best available technology" (BAT) designation in Maryland, which means they could be used as alternatives to septic tanks if combined with greywater systems on new construction. They could also allow reduction of septic tank sizes by 30% when installed without a greywater system. If folks want to bypass the 5-year recurring requirement for a groundwater discharge permit, they might try using the composted urine from the toilet as a nitrogen booster to compost high carbon material in a separate long-term, thermogenic compost pile. One drawback to this and other types of waterless toilets that require a vent fan is that you might want to include a backup source of power to keep the fan running during power outages. Another is that it may cost you more to heat and/or cool your home due to the continuous venting through the toilet.

All of this is particularly relevant to someone who has a home in the critical area (within 1,000 feet of a tidal waterbody or wetland) in Maryland. Structures outside the critical area will probably not be subjected to the expense of a change to their septic system, now that Gov. Hogan has announced a turnabout on the mandate for denitrifying septic systems. Homeowners who must still upgrade could take the Multrum toilet/greywater route, though it is not clear whether regulations would still require them to own a septic system and if it would still need to be upgraded. The new tack being taken by the Hogan administration may favor the composting toilet/greywater system option in lieu of costly septic system upgrades. One person I know with a house in the critical area told me his septic system would cost him $20K to upgrade due to the very deep leach field it requires.

The Maryland Department of the Environment (MDE) does not condone the use of compost that is harvested from composting toilets and says that it should be bagged and sent to landfills. There are no laws that specifically prohibit use of this compost on one's own property, though the low composting temperature of Clivus Multrum toilets means that owners should limit the compost use to ornamentals (roundworms being a possibility, and all).

What MDE and the general public need to wrap their minds around is that we must get comfortable with humanure composting. Once you get into compost gardening, you start to realize how valuable and scarce compost is. Compost is also valuable outside of gardening. We are not going to be able to continue the highly polluting practice of synthetic fertilizer production from natural gas if we want to keep from burning up the planet. In the future, we are going to see a new look at fertilization. The economics of agriculture will change. This is inevitable, because the cost of inputs will increase. This will be a direct consequence of the increase of the price of oil, and of the depletion of phosphates reserves. This change of economics will drive renewed interest for manure, and for sewage. These sources will become attractive and competitive, as they contain large amounts of minerals directly available. Because of their nature, they have a high content of organic matter. One of the most efficient ways to remove nitrates from water is to grow plants with it. One of the main sources of phosphates will be manure.
Now, if manure is going to be so important to growing food in the future, let's not rule out humanure until after a thorough investigation of its appropriateness.

Pelletier weighs the value of manure against the future cost of synthetic fertilizer, but the carbon cost could also be factored in. Compost, in general, can be helpful in reducing greenhouse gasses. The points made by the U.S. Composting Council could be easily extended to include humanure compost.

If the least expensive and most effective method (using a bucket and manually adding your scat to a compost pile) seems too undignified or time-consuming, composting toilets are another option better than sticking with the sewer or septic systems that are currently harming our environment.
