Buying Time

When you hear the name, "Doomsday Clock," of the gauge used by the Bulletin of the Atomic Scientists to warn that the end is nigh, it leads you to think that these scientists are doomers. Scientists are actually some of the most optimistic people. The Scientists are using the clock to show how modern civilization is flirting with widespread disaster and permanent collapse. The latest developments put our risk as high as it has ever been.

What the doomsday clock is purporting to show is that we are not doomed (yet). Were the clock to ever reach midnight, we would be. The clock currently tells us that we are nearing the brink, but climate change can still be reversed in time and  nations can still control the nuclear genie. James Anderson, a professor of atmospheric chemistry at Harvard who earned his stripes by pointing out how chlorofluorocarbons were depleting the ozone layer, tells us that there is much less time than we would like to believe.

According to Anderson, the Arctic ice cap is on pace to melt entirely by 2023. When that goes, the permafrost will melt, a tipping point which is not included in IPCC models. As the Greenland ice sheet slides into the ocean, sea level rises 23 feet. Anderson maintains that stopping greenhouse gas emissions is not by itself enough to prevent these near-term changes to Earth's systems. He calls for an all out effort to direct resources toward drawing down atmospheric carbon with some added geoengineering in the form of deflecting sunlight from the poles.

Let governments and institutions do what they will. I doubt they will transform industry as quickly as Professor Anderson says is needed. For those of my generation who are retired, who are not involved in the major muscle movements to end fossil fuel use and draw down carbon, I encourage you to learn how to make and use biochar. It's catching fire around the world and may be one thing that buys the world more time to realize its predicament and make decisions that will allow humankind to continue to dwell upon the earth.

Chasing Windmills

We know President-elect Trump finds wind power disturbing, especially when viewed from his golf resort in Scotland. He also fails to see the urgency of getting off fossil fuels, and seeks to exploit all manner of polluting and clean technologies to grow the U.S. economy. His pick for Secretary of the Interior, +Congressman Ryan Zinke (MT), seems to be less hostile toward climate-conscious measures, which is some relief since he will head the department which oversees offshore wind infrastructure.

The first U.S. installation of an offshore wind facility started regular operation last week with five big wind turbines supplying Block Island, RI. With its slow start, offshore wind must be added more quickly than land-based and other renewable technologies in order to become 19% of total electric capacity for coastal states by 2030 as proposed in the Green New Deal. The GND goes into some detail about the need for help from the government to overcome market impediments in order to allow scaling up offshore wind.

Trump and his appointees are going to make it harder to leave fossil fuels in the ground, but there is some hope that state governments will demonstrate enough wisdom to pass on continuing to burn them. Now that solar has become more economical than even land-based wind power in some countries, the need for regulatory and financial assistance for offshore wind is even more imperative to bring this component of renewable power up to speed. Assuming we do power down coal and gas generating plants, installing only solar and land-based wind facilities would make electrical power less abundant and reliable. Having a diverse set of power sources, including offshore wind, is necessary to address the intermittency problem of renewable energy.

The solar power industry is in a virtuous cycle of cost-effectiveness that could rationalize the move away from fossil fuels in many locales. Wind power (which temporally complements solar) is on par, but losing ground, making me wonder: Since we are literally losing ground in the littorals (with the dire likelihood of seeing leagues of ocean where there is currently solid ground), wouldn't it be most economical to just build a lot of seaworthy wind power on the shore and wait for the ocean to sweep over it?

Caveat Empty: The National Flood Insurance Well is Dry

One reason not much gets done about climate change and sea level rise is that government has coddled communities affected by climate-driven storm surges. Understanding that there are numerous cases which have been left to wallow and others compensated meagerly, it appears that some are nonetheless satisfied, shifting the burden onto their fellow taxpayers for their risky decision to perch themselves on the edge of a sea containing melting ice cubes.

A coddling case in point is the nearby Cove Point neighborhood, Calvert County's most flood-prone community, which is receiving federal grants to allow homeowners to elevate their homes. The same community is also up in arms over the (ill conceived) efforts to make the Cove Point LNG plant export-capable. Their NIMBY campaign stems from concerns for their safety, but the Cove Point plant has been there for some forty years, handling LNG imports, why weren't they protesting then? They bought their homes with full awareness of the plant's and sea's presence, but now they expect to be protected from both. An inflated sense of entitlement and lack of responsibility for personal decisions seems common to both grievances.

The moral hazard of rewarding recklessness has brought the National Flood Insurance Program to be $23 billion in debt, with more possibly coming in the wake of Hurricane Matthew. As claims go unpaid, or as more debt is incurred, FEMA will be loath to give money away to communities like Cove Point who choose to ignore the obvious risks.

Canoe U - Who Knew?

Consciousness of global warming will rise with the seas. Other parts of the world, particularly the Far East, will gain consciousness earlier than America, but the truth will become clear to those of us on the east coast faster than you might expect. Studies modeling climate change often select the turn of the next century as the datum for reporting outcomes, leading casual readers to think that the interim won't pose a major problem. In the case of sea level rise, it is important to understand that there is no escape - we are already locked in to being driven back by the sea in many littoral areas regardless of how much we mitigate carbon emissions. The more salient question is: how quickly will the seas continue to rise?

Recently, scientists have found that there is a strong possibility that previous estimates of the inextirpable rate of sea level rise are short by half if the West Antarctic ice shelf calves off into the drink. A study done this year looks at what that could mean for east coast U.S. military bases. It also includes a scenario for the case that Antarctica doesn't fall apart. Either way, bases on the east coast will struggle to adapt to the sea's encroachment on their territory.

The Navy will gain awareness more quickly than other services as a result of port visits in Japan, the Philippines, and other countries where sea level rise is having a more dramatic effect. Several coastal military bases will also find themselves surrounded by communities suffering from increasingly flooded homes and businesses. As storm intensity increases, the rise in mean sea level can also be magnified by storm surges, so natural disasters will convince many more military leaders of the problem sometime in the next two decades.

Annapolis, though hardly the most severely impacted, has a recent litany of incidents that serve to raise awareness of not only the Navy community, but also Maryland lawmakers who convene about half a mile up the street from the frequently flooded dock area. Even without the new alarm over Antarctica, projections are for an increase of flooding events to 180 times per year by 2030. The Naval Academy has already seen an increase in flooding and can expect to lose all of its athletic fields along with several buildings over the long term.

There will probably be those from the "ships at sea" school who try to capitalize on the expansion of their nautical domain, but they will be outnumbered by sand crabs who won't appreciated being flooded out of their secure nooks. I wouldn't be surprised to see an increasing number of midshipmen being steered into oceanography or other new environmental majors in the coming years.

Dock Days on the Horizon

In the Maryland Department of Transportation road show visit to Calvert County, a few local industries were mentioned to point out the value of Maryland's maritime transportation infrastructure. Three businesses, to be exact, seem to be all that they could come up with for this slice of the Southern Maryland peninsula. They were Victor Stanley, Dominion (Cove Point), and Yesteryear Wicker. These businesses employ only about 300 of the approximately 50,000 strong Calvert County workforce.

Nevertheless, change is coming in the next twenty years that will make shipping over water more common. It just won't require Calvert to rely on the Port of Baltimore. Local waterborne cargo businesses will spring up at a multitude of the private docks along the bay and inlets in conjunction with the shift of short haul logistics onto cargo bikes.

Factors contributing to these changes will include financial and commercial collapse, the peak oil descent, America turning inward as the world closes in around it, and more need of U.S. armed forces and police, burning more fuel in their desperate effort to stop insurgencies, rebellion, and mass pillage. If the latter driving factor does not manifest, then President H.R. Clinton's last gasp efforts to hold on to dominant U.S. influence abroad will also crimp domestic fuel supply, while more Middle East oil flows to the Far East.

Let's just hope that the rising sound and fury is tempered by all parties' adherence to the Paris treaty. Otherwise, the climatological fallout could be worse than the horrors of war.

In any case, the Port of Baltimore is bound to suffer some major losses. Maryland is the third most vulnerable state (behind Florida and Louisiana) to sea level rise. The average period between Superstorm Sandy level catastrophes for the U.S. East coast is now predicted at twenty years and dropping.

Storm Purges

It's been four years since Superstorm Sandy poured down on the northeastern U.S.  Now, major hurricanes simultaneously threaten to cause disasters in both hemispheres. Despite Matthew's menacing track forecast, there is a good chance it will stay out at sea. Either way, it looks like much of the east coast is in for a deluge. One of the greatest impacts caused by Sandy and many other extreme rain events is one we seem to forget too quickly afterwards - overflowing of sewage treatment plants. The cumulative result,  in connection with Superstorm Sandy, was discharge of some 11 billion gallons of raw sewage to our environment. While 7 million gallons is enough to push me to take desperate measures, billions of gallons may drive me to despair.

Our wastewater treatment infrastructure, like so much else in our country, has not been maintained or renewed enough to keep pace with a growing population. Add to that the stress of climate change, and there is bound to be an increase in failures. Rising sea levels, even from a storm surge, is particularly culpable.

Inundation also affects septic systems by raising the water table well inland from the shore, causing degradation of septic system performance - all the more reason to transition to humanure composting in lieu of sewage and septic solutions. Septic systems, for various reasons, pollute proportionally more than sewage overflow incidents, but for my money, humanure composting is better than either.

Don't Wait for the Lifeboats

The Brown- and Green-tech scenarios David Holmgren postulates are only half of the picture.  When you factor in the effects of a rapid decline in worldwide oil production, the scenarios become "Lifeboats" and "Earth Steward," respectively, with Earth Steward being the lesser of four evils. Murphy's law favors the greater of the four evils, especially as we find oil production to be past peak with no viable substitute.  Assuming oil production will decline more rapidly than our ability to power down in a controlled fashion gives us the Lifeboat scenario, where civilization fragments and humans die off by half.  If you think it couldn't get any worse than that, read Revelation or Dante's Inferno or a Cormac McCarthy novel; our capacity for suffering seems almost unlimited.  Yet, it is so troubling to plan for the Lifeboat scenario, much less act on that premise, that we are loath to even consider it.

Holmgren's solution to our predicament is to accelerate the collapse of the capitalistic system that now bewitches us in order to fail into a Green-tech future before a climate tipping point occurs, e.g. melting of arctic tundra permafrost, which would void the possibility of either of the more benign outcomes. Holmgren is Australian, which is far enough removed from our locale to make you think that it might be different for us here.  Maryland author and permaculturist John Michael Greer doesn't think so. His projections for our future are as frightening as Lifeboats.  His solution also mimics Holmgren's - Collapse Now and Avoid the Rush.

Maryland is due to update their own projections of local sea-level rise in early 2016.  I doubt they will include many of the positive feedback effects and climate tipping points that may arise in the years ahead.  This hot December is even making me wonder if we've already encountered one. While we are on high enough ground to not require a real lifeboat, it's a good thing we have access to the Navy base nearby in case we need a metaphorical one.

Insanity Checks

Now that the COP-21 Paris climate confab has devolved into muddling over short-term economic privilege instead of the physical threat of global warming, let's see how this sharpens our focus of future first-order impacts nearer to home.  Taking at face value the effects listed in the draft 2015 Maryland Greenhouse Gas Reduction Act Plan, we can assume that the worst case is now the most likely within most of our lifetimes, since Maryland's and most other parties' minuscule contributions to the solution will be of little consequence against the outpouring of fossil fuel and peat gas emissions arising from the Far and Middle East.  Here are aspects of Maryland's inescapable future environment and some checks on future decisions that could prove insane if we follow our usual course.


  1. Sea Level Rise over 4 feet: The U.S. Navy has new port real estate at the Solomons Recreation Center in lieu of the industrial area.  Midshipmen at the U.S. Naval Academy can make it to their seamanship classes only if they can skillfully navigate a boat through the canals leading to Luce Hall.  All over the shoreline, beaches have become cliffs and cliffs have become beaches. The value of waterfront property declines precipitously.  Implications for infrastructure: question any decisions involving new development near the Bay.
  2. North and South Polar Ice Melts: Solomons Island is now an island, indeed.  The Chesapeake Biological Laboratory has a 360-degree view of their subject matter.  Your fortunate friends who once gazed from their patios at the water are now unfortunate (former) friends who now envy your choice of more insular habitat.  The Cove Point Community that once stood up to Dominion Power must now flee King Neptune.  Broomes Island is swept away.  The 231 bridge to Benedict is gone.  The Atlantic Test Range Facilities are put to the ultimate Atlantic test. The U.S. Naval Academy holds all training now in lifeboats.  Both Baltimore and Washington, DC have soggy bottoms, but nothing in comparison to Norfolk, VA.  The U.S. Navy's Atlantic Fleet is nearly defunct. Implications for infrastructure: don't tear down any upland facilities of sound construction, as possible substitutes for those washed out to sea.
  3. Heavy Precipitation Events: Occasional flooding of streams and rivers endangers properties situated thereon, devaluing them, as well. Untreated sewage pours into rivers and bays, making parts of the region resemble scenes out of India.  Implications for infrastructure: higher ground is more valuable real estate, but rainwater catchment becomes critical.
  4. Heat Waves: Maryland is the lazy South. It's slow down or die from heat stroke. Traditional crops fail from daytime heat and lack of cool nights. Biochar saves the day for those with the foresight to deploy it early. Meat is a luxury as livestock are ever more difficult to sustain. Implications for infrastructure: Make solar power a priority, especially where large air conditioning demand exists.  Value trees that shade your roof. Use biochar in your garden or farm.
  5. Ecosystems shifting: Changes in climate are too extreme for many species to adapt, causing imbalances to established equilibria, leading to species extinctions, causing loss of biodiversity, spiraling into devastation of ecosystems.  Ecosystem services are no longer available.  Life suffers. Implications for infrastructure:  forests and forest gardens, linked by corridors, can prop up some of the hardier species to maintain adequate ecosystems that may resurge once the human population is sufficiently extinguished due to its own folly.
  6. Increases in pests: Winter, which often eradicates insect and microbe pests, is now mild allowing pestilence to gain strength earlier in the growing season, reducing agricultural yields. Implications for agriculture: Disease resistance and crop diversity is more important in seed selection and propagation.  Mono-cropping big ag has to give way to small-holders who are allowed to save seed.  This is a reversal from current trends in Maryland.
  7. Ocean Acidification: Crustaceans cannot grow their shells. Food chains are disrupted. Implications for Maryland: pick a new state symbol.  Crabs will be a relic (except the softshell variety).  Any sea life is probably not a good choice.
You can see it all as just weather, and say that the rain falls on the just and the unjust equally, or you can see it as Noah did and start doing something to try to save your family, or perhaps even your community, state or region.
